Notice is given of the Extraordinary Meeting of Council, to be held in the Council Chambers on Monday 2 February 2026 commencing at 7:00 PM. The business to be transacted at the meeting is included in this business paper.
In accordance with clause 3.26 of the Code of Meeting Practice Councillors are reminded of their oath or affirmation of office made under section 233A of the Act, and of their obligations under the Council’s Code of Conduct to disclose and appropriately manage conflicts of interest.

Council Meeting Procedures
The Council meeting is chaired by the Mayor, Councillor Merri Southwood. Councillors are entitled to one vote on a matter. If votes are equal, the Chairperson has a second or casting vote. When a majority of Councillors vote in favour of a Motion it becomes a decision of the Council. Minutes of Council and Committee meetings are published on Council’s website www.lanecove.nsw.gov.au by 5.00 pm on the Tuesday following the meeting.
The Meeting is conducted in accordance with Council's Code of Meeting Practice. The order of business is listed in the Agenda on the next page. That order will be followed unless Council resolves to modify the order at the meeting. This may occur for example where the members of the public in attendance are interested in specific items on the agenda.

Purpose
A motion seeking council endorsement to invite former Mayors and the former General Manager to the Galuwa Recreation Centre Opening Event.
Executive Summary
· This report describes the substantial and material contribution of named former Lane Cove Mayors, Lane Cove Councillors and former Lane Cove General Manager.
· The motion recommends that the contribution of these former Mayors and former General Manager be recognised through an invitation to the Opening Event for Galuwa Recreation Centre.

That Council: 1. notes that the Galuwa Recreation Centre is a significant item of community infrastructure delivered following more than 15 years of planning, strategic decision-making and community investment; 2. acknowledges that the delivery of the facility was dependent on sustained leadership and commitment across successive terms of Council and senior executive management; 3. recognises that the following individuals made substantial and material contributions to the initiation, strategic development and delivery of the Galuwa Recreation Centre: a) former Mayor Pam Palmer b) former Mayor Andrew Zbik c) former General Manager Craig Wrightson d) former Liberal Councillors Katherine Mort and David Brooks-Horn; and 4. resolves to formally acknowledge these contributions by extending a Council invitation to former Mayors Pam Palmer and Andrew Zbik, and former General Manager Craig Wrightson, to an official Council function associated with the opening of the Galuwa Recreation Centre, for the purpose of public recognition of their service. |
Background
The Galuwa Recreation Centre is a significant item of community infrastructure delivered following more than 15 years of strategic planning, regional engagement, community consultation and Council decision-making across multiple terms of Council.
The original vision for an indoor sport and recreation facility in Lane Cove emerged in response to regional planning work undertaken through the Northern Sydney Regional Organisation of Councils (NSROC), which identified a shortfall in indoor sport and recreation facilities across the Northern Sydney region and the need for contemporary multi-use community facilities. Lane Cove Council’s strategic response to the evidence base was to pursue the development of a local facility capable of meeting those identified needs.
The concept of such a facility was advanced during the mayoralty of former Mayor Pam Palmer, with Council engaging in strategic planning and community consultation to establish the foundation for a long-term solution to the identified regional and local shortfall.
During a subsequent term of Council, the project progressed from concept to delivery through coordinated decision-making and cross-chamber support between the Liberals and Labor, under the leadership of former Mayor Andrew Zbik. That period marked the transition from long-term planning to active development and implementation of the facility.
The strategic continuity and delivery of the project was supported by the executive leadership of former General Manager Craig Wrightson, whose professional expertise and organisational oversight were central to translating Council’s strategic objectives into a delivered community asset.
Discussion
The official opening of the Galuwa Recreation Centre is scheduled for 6 February 2026. The former Mayors and former General Manager referenced in this report have indicated that they would welcome the opportunity to attend an official Council function associated with the opening of the facility should Council choose to extend such an invitation. As at the date of this report, they are not included in the arrangements for the official opening event.
It is appropriate that Council formally recognises the long-term strategic leadership and senior executive stewardship that enabled the delivery of the community infrastructure over multiple terms of Council.
Financial Considerations
Funding to support these invitations to the Galuwa Recreation Centre Official Opening event is included in the existing budget.
Governance and Risk Considerations
This Motion seeks to acknowledge the leadership over multiple terms of Council that contributed to the creation of this community facility.
